Militarism did not cause Peurto Rico’s debt. Mismanagement did.

The video does not say militarism is the cause of the debt; only that a small portion of the Pentagon’s annual budget would be enough to pay it.
Puerto Rico has suffered a lot from US militarism, from the 1898 United States invasion on; which brought colonialism, crippling the economy, contributing to the debt. Already in 1899, a hurricane hit the island, which meant many Puerto Ricans got enormous debts and had to sell their land for very low prices to United States plantation owners:
