Yesterday, the Trump administration published a new regulation in the federal register that will give immigration officers the power to deny legal permanent residency and citizenship to any immigrant on explicitly class-based grounds. Under the new class quota, an undocumented immigrant can be denied legal residency and citizenship if they have “a medical condition” that could interfere with work, if they do not have enough money to cover “any reasonably foreseeable medical costs” from that condition, if they have “financial liabilities,” if they have a low credit score, if they do not have health insurance, if they do not have a college degree, or if they do not speak English.
