NEW York-based Human Rights Watch (HRW) accused US authorities yesterday of failing to take precautions to avoid civilian casualties in the March 16 bombing of a mosque in Syria when 46 people perished.
The report notes that, although US officials claimed the building in al-Jineh in Aleppo province was a partially constructed community hall, “information from local residents, photographs and video footage of the building before and after the attack” show that it was also a mosque.
“Any attempt to verify through people with local knowledge what kind of building this was would have likely established that the building was a mosque,” the report states.
HRW condemned the US authorities for having “inadequately understood the pattern of life in the area,” noting their claim that the attack happened after evening prayer when it occurred 15 minutes before night prayer.
“Information about prayer times is easily accessible online and should have been well known by US authorities,” the report says.
HRW confirmed that no evidence had been found to support the allegation that al-Qaida members or any armed group were meeting at the building.
“Serious violations of the laws of war can amount to war crimes,” HRW warned, telling the US to conduct a thorough and objective investigation and publicise the detailed findings.
A US air strike on the northwestern Syrian village of Maaret Harmeh killed one woman and nine children, all relatives, yesterday.
At least 10 people died on Monday when a US strike hit the eastern Syrian town of Boukamal on the Iraqi border.
