This is a video of a red phalarope (as it is called in North America; called grey phalarope in Europe). This bird is in winter plumage.
D. Greydanus made the video on 14 December 2013 in Andijk, the Netherlands. These birds are in the Netherlands only in winter, and even then, rarely.

The females are reddish underneath, during the breeding season, and are more brightly colored than the males, which is very unusual for birds…

Yes, that is because the males take care of the eggs and the chicks. Like also with jacanas.
