Obama Expands Modernization of Nuclear Arsenal

WASHINGTON — President Obama promised Thursday to spend $80 billion over 10 years to maintain and modernize the nation’s nuclear arsenal, a commitment that could help win Republican support for his new arms control treaty with Russia.

This fear is not irrational, but it doesn’t necessarily lead to wise ways of handling the presumed dangers. The way it operates can be clearly perceived in two notable events of the recent past.
