    Paraguayans elected tobacco magnate and convicted fraudster Horacio Cartes as their new leader today.

    Voters returned the right-wing Colorado Party to the presidency that it held for 61 years until former bishop Fernando Lugo won in 2008.

    The UN estimates more than half of Paraguayans live in poverty. Mr Cartes is part of the tiny elite that controls just about everything in Paraguay.
